RICHARD FIGUEROA

Richard Figueroa is a senior associate supporting the Rural and Small Cities Program. He previously served as Special Advisor in the U.S. Environmental Protection Agency's Office of Water, where he helped shape national water policy and strategic initiatives. Earlier in his career, Richard served as a Policy Advisor at the White House and held policy and research roles at the Center for American Progress. A graduate of Amherst College, he brings a deep commitment to public service and to developing policies that expand opportunity and strengthen communities.
